Disturbing Findings Across Multiple Facilities

Investigators conducted unannounced visits to 27 detention centers between January and April 2025, interviewing both detainees and staff while documenting physical conditions through photographs and video evidence.

“What we found was deeply alarming,” said Maria Hernandez, lead researcher and director of detention oversight at the coalition. “People are being held in conditions that no human being should endure, regardless of immigration status.”

Among the most serious findings:

  • Facilities operating at 150-200% capacity, with some detainees forced to sleep on concrete floors
  • Critical medication delays averaging 12-15 days for detainees with chronic conditions
  • Inadequate nutrition, with meals failing to meet basic caloric and nutritional requirements
  • Sanitation issues including mold, pest infestations, and limited access to hygiene products
  • Prolonged detention periods averaging 107 days, with some individuals held for over 14 months

The report particularly emphasized the plight of vulnerable populations, including pregnant women, children, and those with disabilities who face additional hardships within the system.



Government Response and Accountability

The Department of Homeland Security acknowledged receipt of the report and promised a “thorough review” of the allegations, though stopped short of committing to specific reforms.

“We take these reports seriously and are committed to the humane treatment of all individuals in custody,” said DHS spokesperson Thomas Ramirez in a written statement. “Any substantiated violations of detention standards will be addressed.”

Congressional representatives have already called for oversight hearings in response to the findings. Representative Elena Gonzalez, who chairs the House Subcommittee on Immigration, announced plans for emergency hearings next month.

“These conditions are unacceptable and un-American,” Gonzalez stated. “We cannot claim to be a nation of laws while systematically denying basic dignities to people in government custody.”


Human Impact Beyond Statistics

Mental health consequences appear particularly severe, with incidents of self-harm and suicide attempts documented at 19 of the 27 facilities investigated. The report noted a critical shortage of mental health professionals, with some facilities having just one counselor for every 120 detainees.


Reform Recommendations

Researchers outlined several concrete recommendations for immediate implementation:

  1. Independent oversight commission with regular unannounced inspections
  2. Mandatory compliance with established detention standards with financial penalties for violations
  3. Expanded alternatives to detention for non-violent detainees
  4. Improved medical screening and care protocols
  5. Time limits on detention periods with judicial review

“This isn’t just about better conditions—it’s about reimagining whether large-scale detention is necessary at all,” said Carlos Vega, executive director of the Immigrant Rights Coalition. “Many of these individuals have family or community sponsors willing to house them while their cases proceed.”



Broader Context and Public Opinion

The findings come amid shifting public sentiment regarding immigration enforcement. A recent Pew Research Center survey found that 67% of Americans support reforms to detention practices, including alternatives to physical detention for those without criminal histories.

Immigration attorneys emphasize that detention is primarily an administrative measure, not a criminal punishment. “Most people in these facilities have not been convicted of any crime,” notes immigration attorney Sophia Kim. “They’re being held to ensure appearance at civil immigration proceedings.”

Advocates hope the detailed documentation will catalyze meaningful change beyond temporary improvements.
