Australia, India Deepen Defense Ties Amid Indo-Pacific Concerns


As geopolitical tensions rise, Canberra and New Delhi prioritize maritime cooperation, military interoperability, and defense innovation to stabilize the region.


New York, N.Y. – Australia and India are rapidly expanding their defense partnership as both nations seek to counterbalance China’s growing influence in the Indo-Pacific region.

Recent high-level dialogues, joint military exercises, and technology-sharing agreements underscore a strategic alignment driven by shared security concerns and economic ambitions.


Strengthening Strategic Partnerships Through High-Level Engagement

The Australia-India defense relationship has gained momentum since the establishment of a bilateral Comprehensive Strategic Partnership in 2020. Prime Ministers Anthony Albanese and Narendra Modi have met frequently, culminating in April 2023’s landmark Australia-India Annual Leaders’ Summit, where the two nations committed to “an open, stable, and prosperous Indo-Pacific.” Foreign and defense ministers now convene biannually under the 2+2 Dialogue, reinforcing commitments to joint naval patrols, cybersecurity, and counterterrorism.

“Our partnership is not just about regional security—it’s about shaping a rules-based order,” said Australian Defense Minister Richard Marles during a May 2024 press briefing. His Indian counterpart, Rajnath Singh, echoed this, stating, “Collaboration with Australia is critical to safeguarding maritime commons.”


Military Exercises and Technology Sharing Take Center Stage

Joint operations like AUSINDEX, a biennial naval exercise, and Malabar, a quadrilateral drill involving the U.S. and Japan, highlight deepening interoperability. In February 2024, Australia deployed its HMAS Canberra to India’s Milan naval exercises, which included 50 nations. Meanwhile, India participated in Australia’s Pitch Black air combat training, signaling growing air force collaboration.

Beyond hardware, the nations are co-developing defense technologies. A $25 million Critical Minerals Investment Partnership aims to reduce reliance on Chinese rare earth supplies, while a new Defense Science and Technology Implementing Arrangement focuses on artificial intelligence and undersea surveillance.



Shared Concerns Over China’s Regional Ambitions

Both nations view Beijing’s assertiveness in the South China Sea and Indian Ocean as destabilizing. Australia has faced trade retaliations from China since 2020, while India continues to grapple with border clashes along the Line of Actual Control. Strengthening their alliance, analysts argue, provides a counterweight.

“The Quad (U.S., Japan, India, Australia) is foundational, but bilateral ties add granularity to deterrence,” said Rory Medcalf, head of the Australian National University’s National Security College. However, neither nation explicitly frames the partnership as anti-China. “We seek stability, not containment,” emphasized India’s Foreign Secretary Vinay Kwatra in a recent interview.

Challenges and the Road Ahead

Differences persist. India’s reliance on Russian arms complicates interoperability with Western-equipped Australian forces.

Canberra’s AUKUS nuclear submarine pact has raised concerns in New Delhi about technology exclusivity.

Bureaucratic delays and export controls also hinder defense trade, which totaled just $20 million in 2023.

Despite this, both governments are optimistic

A proposed Australia-India Mutual Logistics Support Agreement would streamline port access, and talks on a broader Free Trade Agreement could bolster economic ties.

“Trust is growing,” said Lisa Singh, CEO of the Australia-India Institute. “This is a long-term play.”
